Partnership

Inclusive North is the Northwest regional lead partner and delivers within Lancashire. Inclusive North has two sub-regional delivery partners: One Knowsley - Delivering in Cheshire and Merseyside, and GMECN - Delivering in the 10 boroughs within Greater Manchester.

The aim is to address both the structural and systemic barriers and inequalities that Black and Racially Minoritised communities face in influencing and accessing funding in the UK. TPW will develop a pioneering model that others can replicate to ensure that communities facing poverty, exclusion, and discrimination influence decisions that affect their lives.

Updates for Inclusive North (Lancashire):

The Phoenix Way has made a strong start in Lancashire. Our Blackburn listening event received overwhelmingly positive feedback, with over 80% of participants rating the event as excellent or good, and 93.8% agreeing their views were heard and valued well or strongly. Participants particularly valued the networking opportunities, insights from facilitators, and a trusted space to speak openly.

To date, we have mapped 102 Black and Racially Minoritised (BRM)-led organisations across Lancashire and received 18 survey responses, providing valuable insights into funding barriers and the BRM VCFSE sector. Based on this, we have also delivered 1-1 support to multiple BRM-led organisations on governance, policies, and funding bid advice tailored to specific needs.

Key qualitative findings from Lancashire highlight recurring barriers in funding inequalities for BRM-led organisations: lack of visibility of funding opportunities, limited capacity and bid-writing resource, lack of feedback from funders, geographic competition barriers, and the systematic exclusion of lived experience organisations due to weak governance or unincorporated status. Participants also called for accessible application formats, longer-term core funding, and dedicated grant officer support. These insights are key to shaping TPW moving forward and to working more equitably across the larger funding landscape for BRM communities.

“The Phoenix Way seeks to ensure

that no community is left behind”

The Phoenix Way is a grant-making initiative designed to transform Black and ethnic minority communities. It was established in partnership with six regional leads supported by The Youth Endowment Fund, Chanel, and Lloyds Bank Foundation for England and Wales. The Phoenix Way (TPW) is a national collaborative partnership created during the Covid-19 pandemic as a response to the structural inequalities that black and ethnic minority communities and community-led organisations face in relation to influencing and accessing grant funding in the UK.
